FULCRUM Vendor Selection Methodology

FULCRUM Vendor Selection Methodology (VSM) is a structured approach for identifying, evaluating and selecting information systems that support the organization’s strategic business goals and gain significant benefits and strategic advantages. FULCRUM VSM is specifically and uniquely designed for health care organizations that:

  • Have a need to standardize the vendor selection process, for clinical ( Cancer Center, PACs, EMR etc.) and non-clinical systems (revenue cycle, financial, HR, etc.).
  • Want to keep the process and knowledge in-house after the project ends.
  • Need a solution that can be applied and reused for ALL information technology purchases. FULCRUM VSM is both adaptable and scalable.
  • Wish to negotiate contracts based on vendor and product performance and ability of product to meet business or clinical goals.
  • Want to incorporate the ENTIRE organization’s needs, with special focus on organizational competencies surrounding financial incentives, clinical quality, patient safety, improved workflow and change management, regardless of the type of system.

Resource Recruiting Methodology

FULCRUM Resource Recruiting Methodology is a structured approach for managing complex recruiting efforts. RR can be used for efforts to find, recruit and develop staff with unique skills, or even entire project or functional teams. Using this method, organizations can:

  • Track applicants through the entire recruiting process, from resume submission/'first contact' through skills validation, background and reference checking, interviews and offer negotiation
  • Design interview processes, disseminating candidate overviews and hosting discussion groups post-interview for evaluation
  • Establishing/validating/documenting market value for candidates with scarce or unusual skills/experience.

Templates included with this methodology include telephone evaluation tools, reference checking/summary documents and job description outlines.

Program Management Office Methodology

Program Management Offices (PMOs) are increasingly being adopted by organizations to centralize management and oversight for complex or widely distributed IT/IM programs. The FULCRUM Program Management Office Methodology details how to develop, implement and manage a central PMO for health care information technology.

Organizations with central PMOs can:

  • Track budgets, goals, planning dependencies and central resources for all organizational projects; managing priorities against established business and medical service objectives;
  • Offer organizational executives coordinated management reporting and enterprise budgeting for virtually unlimited numbers of HCIT projects.

The PMO methodology includes a sample workplan for setting up the office and ongoing practice guidelines for management effectiveness.

Services Pricing Methodology (SPM)

Many health care organizations have begun providing IT-related services to affiliated groups or organizations. Others use an internal charge-back mechanism to manage their budgetary costs. In either situation, it is essential to understand the true dollar value of systems, staffing or services.

The FULCRUM Services Pricing Methodology provides users a documentable mechanism for establishing the financial ramifications of any product, service or staffing offering.

Methodology users can calculate:

  • Actual cost
  • Fair market value
  • Charges back to departments, subsidiaries or physicians

SPM can also generate invoices to facilitate billing.

Feasibility & Cost Benefit Analysis Methodology

This FULCRUM method allows for a stand-alone analysis of capital and operating costs against projected benefits to determine a variety of financial metrics. It will also produce standard reports and graphs for data presentation and management reports.

Using the included CBA template, users can establish, on a project-by-project basis:

  • The total cost of ownership of a current or considered technology;
  • The projected and actual to date return on investment;
  • Net present value and other calculations.

This methodology has been used by clients to measure a variety of capital-intense projects, such as corporate-level Decision Support and enterprise robotic medication dispensing. It has also been successfully used by organizations considering centralizing or decentralizing their IT services.
